Report of the UGC Task Force

Dear Colleagues, Students, and Alumni,

City University of Hong Kong (CityU) has this morning received the report by the University Grants Committee (UGC) Task Force regarding CityU’s proposal to establish a veterinary school.

The report, which is now on the UGC website http://www.ugc.edu.hk/eng/doc/ugc/publication/report/vstfreport/report.pdf, has made the following four recommendations to UGC :

The University appreciates the findings by the Task Force that a fit-for-purpose veterinary school should be established  in Hong Kong with Government policy support and funding commitment to enhance Hong Kong’s academic and research capability in veterinary science for food safety and public health and infectious disease control.

We thank the Task Force for recognizing, as outlined in the CityU proposal, the many important benefits that a veterinary school will provide to Hong Kong.  We also note in the report the reservations that resulted in the Task Force’s inability to accept our specific proposal.  We will carefully study the report and provide a more detailed response soon.

教資會工作小組報告 

各位同事、同學、校友：

香港城市大學（城大）昨天上午收到大學教育資助委員會（教資會）工作小組關於城大設立獸醫學院之建議的報告。

這份報告向教資會提出下列四點建議（報告全文已刊載於教資會的網址http://www.ugc.edu.hk/big5/doc/ugc/publication/report/vstfreport/report.pdf）：

建議一（城大獸醫學院建議書）

城大未能提出具說服力的理據，支持由其設立一所公帑資助的獸醫學院，並將之發展成為區內的世界級領導者，因此工作小組未能推薦城大的建議書。
  

建議二（切合本港需要的獸醫學院）

從策略發展的角度來看，香港具備優良條件以設立一所獸醫學院，提供少量獸醫科專業培訓和大量研究及研究院課程，以培養專注動物傳染病及公共衞生的研究專才。

  

建議三（規劃與實行）

要在香港設立切合本地需要的獸醫學院，必須考慮一些涉及本地情況的實際問題，例如教學農場的欠缺；此外，包括政府、相關院校、機構及獸醫業等各方能保持緊密持久的合作，亦至為重要。
 

建議四（政府政策支援）

為進一步加強香港在公共衛生及傳染病研究方面的優勢，設立一所切合本地需要的獸醫學院或類似的機構實有必要；政府在政策支援及財政承擔方面，具有舉足輕重的作用。
  

工作小組的審議報告指出，為確保食物安全、維護公共健康、控制傳染病，香港應當設立一所切合所需的獸醫學院，並由政府給予政策支持及財務資助；城大對此表示讚賞。

工作小組確認了城大建議書中所概述的獸醫學院可為香港帶來的多項重大益處；對此，我們表示感謝。我們同時也注意到報告中提出對建議書有保留的意見，令工作小組未能接受我們的具體建議。我們將仔細研讀這份報告，不久後作出詳盡回應。
